A few ideas that may work, may not.
#1. Enable TrustedInstaller ("Windows Modules Installer") in your Services.msc. If it's already enabled or prepare to Transmission, try Starting it.
#2. Be sure you are running the setup as Admin. Correct click on it and choose Run as Admin.
#three. Meet Lylou's answer about "Super Administrator" on the link provided above: http/www.sonyvegas.co.uk/mistake-2147163964-getlasterror5-during-install/ Be sure to disable information technology when done (whether it works or non).
Better instructions: https/www.thewindowsclub.com/actuate-windows-super-administrator-account Read all of it beforehand.

Where did you get information technology from is it a download or a disc install?
Sounds like your registry may exist corrupt. Y'all may need to rebuild it. Instructions:
How-do-you-do, I've tried what both websites have said. And none of them has worked. I tried downloading regsofts registry repair and I scanned and stock-still the registry but I restarted and the error has not been fixed. I've likewise tried installing adobe premiere and that doesn't want to install either.
